Historical and statistical studies and puzzled policy concerns are linked to theory and strategy devised for managing structural adjustments with the help of development planning for industrial modernization.<\/div>\n<p>\n\t\t\t\t<strong>Volume Two<\/strong> extends the discussion of structural adjustment to the mechanism Lewis proposes for self-sustaining expansion. The pi\u00e8ce de r\u00e9sistance is Sir Arthur\u2019s two-sector model of development with unlimited supplies of labour. The early ideas about industrial transformation in Puerto Rico and the West Indies are included here. So too are the further notes, the second thoughts, the amendments and the troubled reflections when output, as expected, grows while employment maddeningly lags.<\/p>\n<p>\t\t\t\t<strong>Volume Three<\/strong> adds commentary on other development issues. The professional is a concerned world citizen in sundry guises. He is called to address the issue from different angles of responsibility and elevation.&nbsp; In no way is the result a simple miscellany.&nbsp; Sir Arthur achieves a wonderfully consistent brew.&nbsp; Whether on politics or on education, his method adduces comparative history as the inescapable building block to design and construct.&nbsp; The wisdom and the insight betrays the engineer after all.<\/p>\n<p>\t\t\t\t<span style=\"font-size: larger;\"><strong>Sir W.
