Strategic Planning in the Public Sector

Overview

The most successful public sectors and governmental institutions are those that are open to adopting the methodologies, strategies and tactics of leading private sector firms, albeit in a socially sensitive and developmentally appropriate manner. This course will seek to develop critical competencies in the strategic formulation and execution in the public sector, borrowing from contemporary strategic planning models (e.g. Balanced Scorecard Framework). It will address the critical training needs in strategic planning by providing a practical, easy-to-follow approach to building strategic plans, identifying and measuring Key Performance Indicators and guiding the implementation of these plans throughout the organization.

What will I Learn?

On successful completion of this course, delegates will be able to:

  • Define and formulate strategic plans in public sector environment
  • Define and develop key performance indicators for monitoring and evaluating strategy
  • Guide the implementation of strategic plans in public sector environments

All middle-level and senior public-sector professionals/managers including (but not limited to), Programme managers in economic development, Major project managers, Financial planning and forecasting specialists, Scientific and technological policymakers, Internal auditors and management accountants, Human resource development specialists

  • Understanding Strategy and Strategic Planning
  • Principles of Strategy and Strategy Formulation
  • Developing Strategic Objectives and Plans
  • Developing KPIs
  • Implementing and Monitoring Strategic Plans

Participants do not need any formal undergraduate and postgraduate educational requirements.  However, participants should be currently operating in middle and senior management positions in the public sector. At least three years’ experience in strategic planning and execution would be an asset.

The course will be delivered face to face through a variety of methods inclusive of Interactive Lectures, Classroom Discussions, Cooperative Group Work.

Dwayne Devonish is Senior Lecturer in Management Sciences at the University of the West Indies. He has specialised training in research methodology and analysis and has published over 30 research papers on management and business subjects/topics.
