Trade Negotiations, Cooperation and Leadership

Overview

This two-week course is intended to increase knowledge and understanding of the theory and practice of negotiation, cooperation and international trade leadership. It will focus particularly on negotiations taking place at the international level among sovereign states, with a focus on trade negotiating theatres involving CARICOM Member States, including the World Trade Organization (WTO), and the Economic Partnership Agreement. Through theoretical and practical sessions, the course will bring trade negotiations alive, under the tutelage of experienced trade experts and negotiators from the global South.
 

What will I Learn?

On successful completion of this course, delegates will be able to:

  • Discuss the regulatory framework of international trade negotiations.
  • Evaluate trade negotiations techniques and processes.
  • Discuss international trade negotiations and cooperation issues with a focus on small island developing states (SIDS) and least developed countries (LDCs).
  • Assess the linkages between international trade negotiations and development.
  • Conduct advanced analyses of international trade negotiations on a bilateral, regional and multilateral level.
  • Apply acquired skills to trade law and government organisations dealing with trade issues.

The aim of the course is to provide participants with the tools necessary to participate in and represent their countries’/groups’ interest in international trade negotiations.

The course will be entirely online using a combination of synchronous and asynchronous tools and active learning strategies. These include:

  • Synchronous tools – web conferencing using Blackboard Collaborate, Zoom, Google Meet and / or Skype.
  • Asynchronous tools – discussion forums
  • Active learning strategies – games/simulations, presentations, individual and group activities

Mr. Tsotetsi Makong

Mr. Tsotetsi holds an MSc in International Trade Policy and Trade Law, LLM in Intellectual Property and Technology Law and LLM in Computer and Communications Law respectively from Lund University, University of Liverpool and Queen Mary University of London. He also holds a post graduate certificate in Trade Finance from Middlesex University. Previously, he was counsellor at the Lesotho Mission in Geneva and chair of WTO Committees on Trade Related Investment Measures and Import Licensing, Coordinator and Chief negotiator of G77 and China Geneva Chapter, expert level Coordinator and Chief Negotiator of the African Group on WTO issues and lead negotiator of the ACP group on trade and environment and for the LDCs on non-agricultural market access. Furthermore, he was expert negotiator of LDCs Group’s negotiations on TRIPS flexibilities and LDCs services waiver as well as Africa Groups chief negotiator on WTO’s trade facilitation Agreement.
