The world has become a more competitive and diverse market place than ever before. Business owners must now be able to develop the necessary skills to successfully navigate such a dynamic environment. The Centre for Professional Development and Lifelong Learning designed this suite of courses to provide business owners with an understanding of the intersection between Business, Government and Society within the online and offline environments in which they operate. The courses were created to provide delegates with theoretical, technical and practical knowledge of the economic, legal, regulatory, political, ethical and societal roles of Business.

Policy Formulation and Development

Overview

This workshop addresses the need to build the capacity of public officials in policy making in three modules covering policy formulation, techniques in policy development and the communication of policy.  In the development of policy interventions, policy makers use various techniques and tools. In this workshop, delegates will be exposed to sources of policy data used to develop public policies including conducting stakeholder analyses and public consultations. Additionally, delegates will be introduced to techniques utilized to distil issues. Delegates will then be introduced to techniques undertaken to communicate policy results in policy documents.

Important Information

Public policy creation is an integral part of the work of government. It is defined as government action and government output. As such, public policies have a direct implication on the public whether as beneficiaries of public goods and services or contributors to the re-distribution of resources. The impact of these decisions affects the lives of local communities directly. This workshop has the overarching goal of introducing delegates to the concepts and practice of policy making recognizing the constraints faced by governments. It seeks to provide an understanding of the rationale for government intervention, develop delegates’ appreciation of the complex and multifaceted nature of policy problems, and improve the capacity to develop solutions recognizing that these problems require multiple analytical approaches.

The following topics will be addressed:

  • Module 1 underscores the process of policy making and focuses on problem structuring and policy formulation.
  • Module 2 familiarizes delegates with the policy planning tools and strategies.
  • Module 3 exposes delegates to techniques used to communicate policy decisions.

The course uses a combination of interactive sessions and break out group activities and seminars, each of which utilizes a range of teaching/learning strategies.

 

Josh O.W. Drayton

Josh is a researcher in anti-corruption, governance and public policy. He has over ten years’ experience teaching in areas anti-corruption, governance and public policy at the University of the West Indies, St. Augustine Campus. He was the lead researcher for Trinidad and Tobago in the Global Integrity Money, Politics and Transparency project which measured political finance indicators in fifty countries around the world. He was also the first Open Government Independent Researcher for Trinidad and the English-speaking Caribbean. In addition to being a researcher, Josh has contributed to the development of civil society in Trinidad and Tobago and the wider Caribbean by co-developing the Trinidad and Tobago civil society accountability toolkit, conducting workshops on internal accountability and transparency for CSOs, being contracted by donors to develop internal governance manuals for CSOs in Barbados and the OECS. He was also a director at the Trinidad and Tobago Transparency Institute and former Chair of Veni Apwann, a capacity building NGO. He has a Bachelor of Science in Government and International Relations, a professional certificate in International Trade Policy, a Post-graduate diploma in University Teaching and Learning, a Master of Science in Government and is presently being examined for his PhD in Government specialising in anti-corruption.
