Celebrating FST Excellence: Meet Dr. Karl Payne – A Visionary in Water Resources Management

As part of our Faculty of Science and Technology’s (FST’s) 40th Anniversary Year of Celebrations, we are excited to shine a spotlight on one of our most esteemed faculty members, Dr. Karl Payne, whose pioneering work in water resources management continues to make waves in both academic and global circles. Dr. Payne, a Lecturer and Stream Coordinator for Water Resources Management at the Centre for Resource Management and Environmental Studies (CERMES), has dedicated his career to finding innovative, science-based solutions to some of the most pressing environmental challenges of our time – particularly those faced by Small Island Developing States (SIDS).

A Trailblazer in Climate-Resilient Water Management
Dr. Payne’s work is at the intersection of climate resilience, artificial intelligence and sustainable water management. With a PhD. in Civil Engineering (Water Resources) from the University of South Florida, his career spans over a decade, blending industry experience with ground-breaking academic research. Dr. Payne’s approach is both forward-thinking and practical, applying systems thinking and cutting-edge technologies like machine learning and data analytics to tackle water management issues in vulnerable island nations.

His research is making significant contributions to the field, with publications in prestigious journals such as “Hydrology and “Reviews in Environmental Science and Biotechnology. One of his most notable achievements is the development of the first sargassum influx event model for the Eastern Caribbean, which incorporates crucial factors like transport, growth and mortality. This model was published in the “Journal of Marine Science and Engineering, providing invaluable insights into the environmental impact of sargassum blooms on coastal water resources.

A Leader in Collaborative Innovation
Dr. Payne's expertise extends beyond research into impactful collaborations that foster climate resilience. He has served as the Principal Investigator on several externally funded grants, including partnerships with major organizations such as the Caribbean Community Climate Change Centre (CCCCC or 5Cs), Global Water Partnership, NOAA, Microsoft and First Caribbean International Bank. These collaborations are focused on developing solutions that support sustainable water resources and wastewater management, with a particular emphasis on the unique challenges faced by SIDS.

His work is not only theoretical but also practical, driving real-world change that benefits communities, ecosystems and industries. Dr. Payne’s interdisciplinary approach is a model of how research can solve complex environmental problems through innovation and cooperation.

Recognizing Excellence
Dr. Payne’s contributions have not gone unnoticed. In 2023, he was named a World Bank-IFC climate resilience champion in Barbados – a well-deserved recognition of his work in advancing climate adaptation. He was also awarded the Partner of the Year Award by the Global Water Partnership-Caribbean in 2022, further solidifying his role as a key player in water resource management in the Caribbean and beyond.


In 2021, Dr. Payne appeared on Dutch Television to discuss the climate crisis and its impact on water resources, sharing his expertise with a global audience and raising awareness about the importance of sustainable water management in the face of climate change.

For Dr. Payne, water is not just a resource – it is the very foundation of resilience. His passion for reimagining water management as a cornerstone of climate adaptation, sustainability and prosperity shines through in his work and his personal philosophy. “Water is not just a resource; it is the foundation of resilience”, he says. “By integrating science, technology and systems thinking, we can reimagine water management as a cornerstone of climate adaptation, sustainability and prosperitypaving the way for thriving communities and ecosystems, especially in small island developing states.”
