EBM-DSS : Methodology & Software

Methodology & Software

EBM Protocol The EBM protocol identifies and quantitatively assesses the relationships between ecosystem components, functions and services, along with the associated human activities, toward the establishment of a multi-stakeholder EBM scheme.

The approach is based on a set of guiding methodological steps (applied sequentially) which facilitates the application of EBM in a simplified way. These steps guide decision makers through a straight-forward steered path by providing analytical methods and tools that support the implementation of EBM.
The Protocol is comprised of 5 steps outlined in the diagram below. Each step is characterized by:
  1) objectives and rationale
  2) methodology
  3) operational arrangements
  4) main outputs.

More in-depth information on each of the five steps is provided in the Application Information Guidance Note.

Integrated Spatial Planning (ISP) 5.0 Software The use of decision support system (DSS) software can be integrated into EBM applications. A DSS is an interactive computer-based application to collect, organise, analyse and present data to facilitate quality decision-making for management, operations and planning. A well-designed DSS aids decision makers in compiling and analysing a variety of data from many sources (e.g. raw data, documents, expert knowledge) and thus promote better decisions, provided the data used are pertinent, accurate and up-to-date. PROGES has developed a DSS software package called Integrated Spatial Planning (ISP 5.0) which allows for the the application of EBM in a simplified way.

The PROGES ISP 5.0 has been designed for use by non-technical and non-scientific persons, such as administrators and institutional decision-makers. Its intended use is to make the best use of available objective data, context analyses and other technical contributions, integrated with stakeholders/public views and concerns to develop balanced and consistent policies and plans. The PROGES ISP 5.0 software is a desktop-based application which runs in Microsoft Windows.

It provides a user interface which is made up of several components:
  • geospatial data (e.g. shapefiles)
  • system diagrams (box and arrow)
  • data and indicators (multi-scale and cross-sector analyses)
  • visual assessment tool (using images)
  • report generation tool (Word with text editor)
