CLIC was established in 1994 by the University of the West Indies as a centre within the Faculty of Law. The Centre is listed as an Associate Institution in the Revised Treaty of Chaguaramas Establishing the Caribbean Community.

Professor Winston Anderson, PhD (Cantab) of the University of the West Indies, and the immediate past General Counsel of the Caribbean Community (CARICOM) was appointed Executive Director in 2007.

IOI Training Module: Law of the Sea and Principled Ocean Governance

The module aims to provide exposure to the range of Multilateral Environmental Agreements (MEAs) that are relevant to ocean governance in the Wider Caribbean Region, and to their related principles and legislative issues. It has been adapted to the Caribbean ocean governance situation and will be delivered by a combination of Caribbean and Canadian experts. Click here for topics »



The Colloquium
The Caribbean Law Institute Centre (CLIC) of the University of the West Indies (UWI) in association with the Caribbean Community Secretariat (CARISEC) presented a Colloquium to mark the fifth anniversary of the Caribbean Court of Justice (CCJ). It was held 16th April 2010 in Port-of-Spain, Trinidad.

CLIC Visits

The Caribbean Law Institute Centre (CLIC) conducted a series of visits to ten of the twelve CARICOM Member States between 2009 and 2010 for the purpose of desensitizing these states to final acceptance of the appellate jurisdiction of the Caribbean Court of Justice (CCJ).

"[S]plitting the appellate jurisdiction between the CCJ and the Privy Council by reference to the referral obligation may not be desirable. It becomes akin to either splitting hairs (risking a minefield of ever decreasing bases for distinctions) or splitting the atom (risking the mushroom clouds of constitutional litigation). The Symposium
The Symposium is a biennial high level forum for discussion of current or controversial developments in the law relating to or affecting the Caribbean Community and its Member States. Recent decisions of the Caribbean Court of Justice in its original jurisdiction provided particular fodder for 2009’s deliberations by emphasizing the rules-based nature of CARICOM law; the importance of compliance by the Community with administrative law principles; the role of the Common External Tariff (CET); Competition; CCJ Litigation by the Private Sector; and the nature of CARICOM institutions.
